Inconsistent justification request behavior when declassifying a document in Microsoft Purview (english below)

In my testing of Microsoft Purview Information Protection, I identified a behavior that I think is problematic regarding the need to justify when declassifying a document.
In my test environment, I have set up three sensitivity labels corresponding to three classification levels:
- Public information
- Internal information
- Restricted Information
These three labels are published through a label policy in which the option requiring the user to provide a justification when the classification level is lowered is enabled. (requiredowngradejustification, true)
However, the observed behavior appears to be inconsistent depending on the document opening and saving cycle.
The scenario for reproducing the problem is as follows:
- The user creates a new document.
- It applies the label « Restricted Information ».
- It saves and then closes the document.
- He opens the same document again.
- It replaces the label « Restricted Information » with « Internal Information ».
At this stage, although it is indeed a declassification of the document, no justification is requested from the user.
If the user then saves the document with the label « Internal Information », closes it, then opens it again and performs a new declassification, the justification request appears correctly this time.
The justification mechanism therefore seems to work, but not systematically during the first label change after reopening the document.
This behavior is a problem in our classification scenario, as it potentially allows a user to reduce the sensitivity level of a document and save that change without having to provide the rationale required by the Purview policy.
The expected behavior is as follows:
Any declassification of a document, such as moving from « Restricted Information » to « Internal Information, » must always trigger a request for justification before the change can be validated, according to the configured label policy.
I can observe that my 3 tags do not have ID parents, maybe this is one of the keys that can solve my problem.
To try to solve this problem, I will therefore create a group of labels in which I will position my 3 labels concerned in order to obtain a logical behavior regarding the declassification of labels
